Welcome to Baby Steps

Baby Steps is part of our Helping Another to Survive (HATS) Program. Created in 2006 in response to a voucher program freeze, HATS has supported families for over 20 years by providing access to affordable child care across all our services.

Baby Steps expands that support by offering a structured four-week transition into our discounted HATS rate, making it easier for families to begin care with confidence.We achieve this by  implementing learning strategies that are age-appropriate from the very beginning of a child’s life.

How Baby Steps Works

Baby Steps provides a gradual four-week transition to our discounted HATS tuition rate.
Week 1: Pay 25% of the HATS rate
Week 2: Pay 50% of the HATS rate
Week 3: Pay 75% of the HATS rate
Week 4: Transition to the full HATS discounted rate
Registration is also offered at 50% off during the transition period.

This approach allows families to ease into child care costs while securing long-term savings through the HATS rate.

Why Baby Steps Matters

With the current scholarship freeze, Baby Steps helps you start child care and reenter work. If scholarships reopen, you’ll already be prepared.

Do You Qualify?

You may qualify for Baby Steps if you meet one of the following:
Meet income limits
  • Single household: $130,000
  • Dual household: $250,000
Enrolled in higher education (proof required)
Starting a new job or career change (proof required)
Civil servant (teacher, emergency responder, police)
Military
Important Note:
  • Civil servants and military families bypass income limits.
  • Only one child per family may enroll in the Baby Steps program.

How many children can I have enrolled in Baby Steps?

You may enroll one child per family. You can choose the child with the highest tuition rate.

How do I apply for the Baby Steps Program?

Submit an inquiry on our website and be prepared to scan and email your financial documents (proof of income) to perfectangels.progeny@gmail.com.

Can existing or previous customers apply?

Existing customers cannot apply. If you were previously enrolled, you must have been disenrolled for at least six months before applying.

How long does the financial assistance last?

We respect each child’s rhythm. Some nap longer, some just rest quietly with soft music and dim lights. It’s never forced — just peaceful.

What proof do I need to qualify?

You’ll need one of the following:
• Four weeks of pay stubs (if qualifying by income),
• Last year’s tax return (if qualifying by income),
• Proof of school enrollment (if in higher education),
• Proof of new job or career change (such as a job offer letter),
• Proof of civil service employment (e.g., teacher, emergency responder, police),
• Proof of military service.
